The Service Committees that presently exist at MPPA are:

Base Resource Study Service Committee:

The Base Resource Study Service Committee will perform initial screening analyses on potential base load generation projects.  This Service Committee will perform a screening analysis of potential base load generation projects.  The analyses will use factors such as preliminary cost estimates, project generation technology, location, fuel supply options, developer background and experience to rank options from most attractive to least attractive. 
 

NERC Compliance Support Service Committee:

This Service Committee will  assist participating cities in meeting the NERC compliance rules.  The same personnel and systems will also be used in meeting those requirements for MPPA itself.  Based upon the present requirements and direction that the compliance rules are heading, this Service Committee is expected to be a significant effort.  Every municipal electric utility has to make filings for at least some of the NERC compliance rules.

Planning Reserve Sharing Service Committee: 

This Service Committee is a vehicle by which Michigan municipal electric utilities can participate in the MISO Planning Reserve Sharing Group (“MISO PRSG”) through MPPA.  Under the new regulations, all Load Serving Entities (such as your city’s utility) must be a member of a Planning Reserve Sharing Group (“PRSG”).  The participants in a PRSG are required to perform a sophisticated analysis to determine the level of reserves required to keep the number of days in a year a utility has insufficient resources to meet its load at or below a specified target.         

Renewable Resources Service Committee:               

The purpose of this Service Committee is to search for and investigate opportunities to obtain renewable resources.  The intent is to obtain sufficient resources to make at least a good faith effort at meeting the Renewable Portfolio Standard that is expected to be required in Michigan in the near future.

Power Supply Service Committee:

The Power Supply Service Committee has a broad range of services attached to it.  In the near term, the Power Supply Service Committee can provide interface services between a city and MISO.  These services include submitting data to MISO, checking that MISO correctly received the data that was submitted, and reviewing the billing invoice and statements that MISO generates for the city.  For the longer term, the Power Supply Service Committee is designed to act as a bridge to provide energy supply services up to (and after) the time the Base Load Service Committee process has delivered one or more new power supply options to the cities.
