Michigan Public Power Agency empowers municipal utilities to successfully navigate an increasingly complex energy industry. Equipped with expert guidance and the economic benefits of joint action, MPPA Members can better provide reliable and environmentally responsible electric utility services to their communities.

MPPA at a Glance

Created in 1978 under Act 448 of 1976

Membership accounts for 85% of Public Power load in Michigan

22 Michigan-based Members, community-owned electric utilities.

Governed by a Board of Commissioners representing each utility Member.

All decisions by the BOC are made by vote with the simple majority rule.

A Project-Based Power Agency

MPPA is a project-based agency, giving our members the flexibility to invest in power supply and delivery resources that align with their unique energy needs. A project is a shared financial commitment made by two or more MPPA members (called participants), aimed at securing or delivering energy resources.

Our Current Portfolio

MPPA currently manages 8 active projects, including:

  • 4 Electric Generation Projects
  • 2 Contracted Power Supply & Market Operational Services
  • 1 Transmission Project
  • 1 General Fund

Market Presence

We represent both MPPA-owned and member-owned energy assets in two major wholesale power markets, where we handle a range of market operations, planning, and compliance tasks on behalf of our members.
