The Project consists of: (a) a 37.22% undivided ownership interest in the Belle River coal fired power plant located in St. Clair County, Michigan, which station was constructed by and is operated by Detroit Edison (Edison), (b) an undivided ownership interest in certain common and joint facilities associated with Belle River Unit No. 1; (c) and an undivided ownership interest in certain 120 kV and higher voltage transmission lines on the transmission system. Pursuant to the Reliability Exchange provisions of the Belle River Participation Agreement, MPPA is entitled to 18.61% of the electric capacity and energy from each of the Belle River Units No. 1 and 2.

Belle River is located in China and East China Townships in St. Clair County, Michigan between St. Clair and Marine City, Michigan on a site owned by Edison, which consists of approximately 2,200 acres. Belle River 1 is one of two coal fired electric generating units constructed and operated by Edison at this location. The second unit, Belle River 2, is essentially identical to Belle River 1. Belle River 1 and 2 are housed in a structure 263 feet high with a floor dimension of 583 feet by 353 feet.

The plant site includes the St. Clair Power Plant, electrical substations, coal storage areas, and the fly ash disposal area, in addition to Belle River. The St. Clair Power Plant, owned and operated by Edison, is located approximately 1.3 miles from Belle River.

MPPA owns an undivided ownership interest in Belle River 1, which includes the steam generator and associated equipment, turbine generator and auxiliaries, primary mechanical systems, primary mechanical support systems, instrumentation and controls, electrical equipment, structures and improvements, capitalized emergency equipment, and interests in certain land and in certain general plant. Belle River 1 electrical equipment includes the main power transformers and a 345 kV transmission circuit to connect the unit to the terminal facilities at the Belle River 345 kV switchyard. MPPA’s interest in Belle River 1 also includes a portion of the common facilities at the Belle River plant site including roads, maintenance building, cooling water facilities, fuel handling facilities and waste disposal facilities. MPPA also has an undivided ownership interest in the joint facilities of the coal handling system, which supply the fuel requirements of both the Belle River Power Plant and the St. Clair Power Plant.

MPPA has sold the capability of the Belle River Project pursuant to Power Sales Contracts and Project Support Contracts with 11 municipalities, all members of MPPA.
